Scarlet Heart is set during the reign of Kangxi ( 1661 – 1722) while Rule the World is set at beginning of Qing Dynasty. The male lead is Huang Taiji (the first actual Emperor of Qing Dynasty ) while his father is Nurhaci, is the founder of Qing Dynasty.
Scarlet Heart and Rule the World have a similar plot: a woman who goes back in times and gets entangled with the princes of the reigning dynasty.
So if you like the first drama, you could like also the second.

Both are the only shows where it's interesting from the get go( I was hooked since episode 1 for both which is rare since even popular or hyped shows takes awhile)
Second male lead loves female lead but decides to go for power, however 8th prince is more genuine and likeable while night is more for himself.
Definitely try out both shows if you're into scheming and chemistry where it's oozing out like crazy.

Both of these Chinese palatial historicals have gorgeous costumes, backgrounds, and sound tracks. More importantly though, the female leads in both are clever and multifaceted, and most of the characters are well-acted. The Legend of Zhen Huan is the darker and grittier drama of the two, but Startling By Each Step is just as serious, in it's own (more romantic) way.
Both dramas are set at the time of the Nine Lords' War.
Both dramas show the princes' endless scheming against each other to secure their position/reputation as a worthy crown prince/emperor to their father.
The female leads in both dramas eventually gets involved with politics and the princes - though with which prince differed between the two.
Both showcased aspects of arranged marriages, as well as marriage alliance.

Both dramas are set in the Qing Dynasty and adress the hardships and struggles of the palace life faced by women in that time period. Scarlet Heart is a time travel drama set in the reign of Kang Xi and we see Yongzheng rise to the throne. Ruyi is a harem drama set in the reign of Qianlong, son of emperor Yongzheng.
Both involve quietly powerful, cunning women who come to serve and be loved by their king/emporer in a dangerous political enviroment. They also both involve love lines with ambitious princes trying to take down their siblings to get to the throne. They both also involve a foreign prince/princess with a strong and untamable heart.
