I think the problem isn't that men don't enjoy romance, it's that when you have one average-looking girl surrounded by multiple really good looking men (yes, even men can tell when other men are hot), it's hard to enjoy that, as a guy.. Like the men are not just very good looking, they are literally "prettier" than the girl They are also made to seem "perfect", but not in a way that we can relate to, so there's just a lack of connection with the main characters and that's a big problem, for me at least. This type of romance drama is very common, and you almost never see it the other way around. That said, I've been able to find a lot of drama that isn't like this, just have to dig deeper. Sometimes I even find romance drama that seem to cater to men such as: Nine Time Travels, though I could be wrong.
Drama is predominantly romance and often not the type that men enjoy, but there is still a lot of variety out there, you can even try looking into japanese/chinese drama. I find that historical/period drama have been really good and those tend to be more gender-neutral.
Not to generalize, this phenomenon is similar to how anime is generally more "harem"-ish than the other way around, and as a result has more male fans.
