From December, 1959 the North Korean government implemented a policy to recruit Koreans living in Japan and having them emigrate to North Korea. The policy last for 20 years. An older brother (Arata) then leaves for North Korea, while the younger sister (Sakura Ando) stays in Japan. 25 years later they meet again. The older brother returns to Japan to receive medical treatment for 3 months. Edit Translation
