My personal theory of the case

So based on what we know right now, my thinking is that some sort of industry that JQ was doing in Songjo polluted the environment so badly that people were getting sick from it (all the names in the list), and the reason they're so desperate to build the new business in Songjo despite the fact that other places would be better is because doing so would cover up the pollution and subsequent illness that JQ would otherwise be liable for. That's why they're so desperate to do whatever they can to appease the other party (by conceding 40 billion won's worth of profit in tax cuts and whatever else they conceded) in order to pass this bill -- because fewer profits or even a net loss is still better than the entire company going bankrupt over a pollution scandal. Choi Su Hyeon somehow stumbled upon this story and alerted Jeong Sang Hoon, which made him do a complete 180 on the project (though we're still unclear why he decided to leave Germany and work for JQ in the first place). At first, congressman/assemblyman Kim (Seo Hui's father) supported the business because of his political connections but possibly also because of the prosperity the project could bring to the area, but when Sang Hoon pointed out all the cases of sickness, his conscience couldn't take it anymore since he had a real affection for the people of Songjo, so he decided to help Sang Hoon expose the pollution and prevent the new business from moving forward. And that's why they were all killed.
