Wholesale fish market boss Yim Kin Ping has long been exploiting the community of a fishing village in the South Sea by suppressing fish prices and lending loans at high rates. Fishermen there have been enduring him meekly for years. A fishing boat owner Uncle Mun has a daughter Dai Tai who admires a fisherman called Big Dog. However, Big Dog loves Sau Ying, a daughter of a fisherman. Kin Ping desires Sau Ying and captures her as his concubine as a way to redeem the family's debts. To make her yield, Kin Ping locks up Big Dog and beats him up. Having no other options, Big Dog agrees with Uncle Mun to marry Dai Tai. When Kin Ping learns that Sau Ying is bearing Big Dog's child, he sells her to Sixth Aunt, who runs a brothel. Sixth Aunt treats her cruelly. After giving birth to a daughter, Siu Ying entrusts the baby girl to the care of her mother and jumps off a cliff. Eight years later, natural disasters hit the area. Kin Ping suppresses the fishermen more than ever. Uncle Yau, a fisherman, decides to send his son A Kan to study in the city, while Big Dog reunites with his daughter Siu Ying after her grandmother's death. Another ten years have passed. A Kan returns to the village after graduation and becomes a fisherman. He falls in love with Siu Ying. To rival Kin Ping's gang, A Kan organises the fishermen into a cooperative to safeguard their interests. Kin Ping captures A Kan and beats Big Dog up. His son, Man Tung, desires Siu Ying and abducts her. Big Dog and Uncle Yau can bear no more. Leading an army of fishermen, they resist Kin Ping and his armed gang. A Kan and Siu Ying are rescued.
