In Fukagawa, timber wholesalers Kakuman and Kakumasa aimed to secure a bid for the Imperial Household Ministry by eliminating unfair competition. They entrusted Izumiya Kihee, the leader of the river workers, with the task of purchasing the timber. Kihee appointed Sanjiro, a newcomer from Kiso, as the foreman. Unokichi, an old river worker and Sanjiro's estranged father, secretly protected him despite his criminal past. Kihee's spirited sister Onobu, who often quarreled with Sanjiro, was secretly in love with him, while Yataro, another group member who loved Onobu, harassed Sanjiro out of jealousy. Yoshigoro from Shiohama, holding a grudge over the timber bid, plotted against them, but under Kihee's orders, the river workers endured to prevent bloodshed.
