She's always up to new stupid crazy ideas that begin hilariously and end hilariously, however no matter how she fails or suffer setbacks she keeps coming up with new stupid ideas.

"Down With Love"  (from Taiwan about 12 years ago) sort of sounds like this.  I wasn't that taken with it (the acting and plot are kind of meh), but the FL certainly is crazy and upbeat.

Joshi Kousei no Mudazukai - main heroine is called "baka" (idiot) and she has many stupid ideas. The drama is full of crazy characters, even one chuunibyou.

Please Don’t Spoil Me - FL is trapped in her own novel and need to do crazy things to survive.
