Yeah, I'm always on the lookout for female action movies or dramas. It's sad that it's such slim pickings esp if you want some comedic elements too. The suggestions below might not have all the elements you are looking for, but maybe try:
Pure action:
No Mercy (movie 2019) : Lee SI Young kicks butt.
The WItch: Part 1 (movie) - Good action and acting by Kim Da Mi
Ok Madam (movie) - Action comedy. It's silly but entertaining
My Name (drama) - So Hee does all her own action stunts and really delivers. It's dark without any funny moments from what I remember. The story is full of logic holes though, but the acting and action were good
Slate - movie was bad but the female sword scenes were cool
Kill Bok Soon (movie) - like Kill BIll movie but not as good. But is was still ok
Alice in Borderland - FL is tough and athletic, but Kento is more the lead character
If you are looking for just tough FLs and not necessarily action:
Bargain (drama) - FL is a tough cookie. THe drama is gruesome but funny and short
Monster (movie) - horror thriller. FL will do anything to protect her sister
Miss Baek - damaged tough FL. It's dark tho and doesn't have funny moments from what I recall
My Mister - IU is a tough cunning FL. ALso dark
Catch the Ghost - FL is tenacious and fearless but in a clumsy sort of way.
King2hearts - Lee Seung gi is the main focus but Ha Ji Won can hold her own
