Born in Ishikawa, Japan, he initially moved to Manchuria due to his older brother's job with the South Manchuria Railway, where he attended Fengtian Middle School before returning home because of illness. He completed his education at Kanazawa Middle School.
In 1929, Tatsuro began working in the screenplay departments of Nikkatsu and Uta Pro, eventually returning to Nikkatsu. In 1938, he left the company to pursue a career as a novelist.
