He belonged to the magic lantern club of Yoshizawa Shoten , he worked as a developing engineer, and became a photography engineer when the company started producing newsreels in 1903 (Meiji36) .. In 1905 (Meiji 38) Togo Taisho Katsudo Shashin was filmed and according to Edamasa, Chiba was the first to take a moving shot and a bird's-eye view shot in Japan at the time when the focus was on fixed shooting .

He died on October 22, 1927 (Showa 2) . He died at the age of 53.

After his death, "Chiba Film Factory" was succeeded by his eldest son, Ichiro, and "Elementary School Geography Film System" (12 volumes, 15 volumes) from 1933 (Showa 8) was regarded as Japan's first systematic teaching material film. However, it is said that it was destroyed by the bombing of Tokyo in 1945 (Showa 20) . His second son, Heihachiro, was enrolled at the Yokohama Cinema Development Center (currently Yokocine DIA ) after the war .

Produced what is arguably the first moving, hand-held, camera shot in Japanese cinema history. This took place during the filming of the victory parade to celebrate the triumphal return of war hero Admiral Togo Heihachiro held in Tokyo on 22 October 1905. Film historian Sato Tadao claims that Chiba even climbed a lamp post to take an overhead shot, again possibly the first in Japanese film history, of the crowds (Sato, 119). Years later, cameraman Edamasa Yoshiro, in a conversation with film historian Tanaka Junichiro, described how Chiba, his mentor at Yoshizawa Shoten, dismounted his lightweight Gaumont camera from its tripod and placed it on his shoulder to shoot the parade.
