He has been a shoya since the Edo period, and was born in a family called Tocho in the Meiji period. He graduated from Iwakura Railway School and Chuo University Law School. He entered the Railroad Institute while he was a student at Chuo University.
In December 1942, he joined Tokyu Corporation after getting headhunted by Goto Keita, a senior of the Ministry of Railways. He became Vice President in 1951 after working as Deputy General Manager, General Manager of Business Division, and Senior Managing Director.
In February 1951, he became president of Tokyo Film Distribution (Toei). At that time, the company fell into multiple debts due to extreme insolvency, and the business situation was serious. Due to Goto's strong intention to manage Toei as the main axis of the Tokyu Group, Okawa carried out thorough budget control and cost control. He gradually switched his primary source of funding from high-interest loans in the city to bank lending. With the hit of "Himeyuri Memorial Tower", his achievements gradually recovered. With the lifting of the ban on historical drama, Toei's performance, which has many historical drama stars, improved. Edit Biography
