Was XY's real father really a bad person?

He is protagonist so no. He become important figure of Chengrong Kingdom cause his talent and power. Lot of Chengrong noble family hated and jealous of him.  Hence why once he died, those noble family bury his achievement and  completely disservice him by spreading bad and false rumor.  Sad because her biological father ruined reputation will keep affect Xiao Yao in S2. You will see.

Why does Xiang Liu says in the drama (episode 11): "If I didn't have this bit of conscience, maybe, I would really go and talk to the King of Xiyang and help him destroy Haoling."

Shouldn't he want to destroy Xiyan first and foremost?

The conflict foremost is Xiyan and Chenrong. But it can be messy sometimes, alliance can be broken and turn to enemies and enemies can be allied. Everything walk in such thin line. Xiang Liu and his adoptive father pretty much example of typical Chenrong  Generals, They had their own agenda and do not always in line with Chenrong King.  

Also Chi Yun and Xiang Liu's adoptive father were enemies/rival. Haoling was Chi Yun's allies , Xiyan hated Chi Yun. So it is more like enemy of my enemy is my friend kind of situation.
