Tag a 'friend' on comments or feeds

It would be cool! Just the usual @ "unsername" tag is useful, but in order for it to not get abused to spam and not bother those who don't want notifications on all tags, we could make those possible only among friends, if that's possible. Or maybe implement those for everyone, but with a possibility to turn off notifications?
